Dr Alexander Braasch, a biologist graduate, has been Managing Director and owner of IBL Umweltplanung GmbH since September 2020.

With extensive experience in renewable energy, particularly wind power, he is primarily responsible for the offshore area. In addition, he oversees all in-house projects with a scientific focus and manages the personnel department. Maintaining long-standing client relationships, acquiring new projects and developing new business areas are also key aspects of his role.

Alexander has substantial expertise in the preparation and coordination of environmental impact assessments (both offshore and onshore), Habitats Directive assessments and species protection documentation for national and European approval processes. He is also highly skilled in collecting and analysing large datasets for the conservation of mammals and birds, both on land and at sea. Furthermore, he acts as an advisor and mediator between the authorities, associations and project developers.

Elvira Fredrich is a certified biologist and has been jointly responsible for managing the Survey Department with Annika Göbel since 2024.

She oversees the area of methods and development. With over two decades of professional experience in organizing and supervising field surveys both offshore and onshore, as well as a strong focus on data analysis using geographic information systems, Elvira Fredrich is responsible for the conceptual preparation and design of our field activities. She also serves as the key interface for data processing with the departments in our company that handle permit planning for various project types.

Anika Freund is a qualified landscape ecologist. Since 2018, she has been Head of Offshore, coordinating the preparation of environmentally-relevant procedural documents as well as the data collection and analysis for IBL’s projects related to the generation and transmission of renewable energy within the German Exclusive Economic Zone (EEZ).

Anika has extensive experience in preparing and coordinating offshore and onshore environmental reports and impact assessments, including Habitats Directive assessments, as well as in compiling species protection documentation for national and European approval procedures. She is also skilled in collecting and analysing large datasets concerning protected species such as mammals and birds, both on land and at sea. Additionally, she provides technical and strategic advice to project developers in the offshore sector on approval-related issues and serves as the primary contact for the relevant authorities and project partners.

Annika Göbel has been jointly responsible for managing the Survey Department with Elvira Fredrich since 2024. In this role, she oversees personnel deployment planning for both offshore and onshore operations. With over two decades of professional experience in various administrative areas of our company, Ms. Göbel brings extensive organizational and coordination expertise to the complex management of sea- and land-based surveys, including their preparation and follow-up. This encompasses both the company’s large in-house survey staff and the numerous suppliers in this field.

Christian Ketzer is a qualified landscape ecologist, and has been Managing Director of IBL Umweltplanung GmbH since 2018 and owner since 2020. He oversees and coordinates the company’s ongoing projects, and also undertakes the acquisition of new projects and the development of new business areas. Christian also manages IBL’s ongoing system certifications

and brings extensive experience in the preparation and coordination of environmental impact assessments (both offshore and onshore), Habitats Directive assessments and species protection documentation for national and European approval processes. He is well-versed in collecting and analysing large datasets both on land and at sea. In addition, he supports planning applications for clients in an advisory capacity and as an expert in stakeholder consultations or legal proceedings. He also acts as a key point of contact for IBL’s numerous project partners.

Daniela Pätzold holds a degree in Landscape Management and Environmental Protection Engineering and has worked at IBL Umweltplanung GmbH since 2008. In 2023, following many years as a project manager, she took over as Head of Onshore Grid Expansion.

Daniela has extensive experience in environmental approval processes for major infrastructure projects in Lower Saxony and nationwide. She manages IBL’s underground cable and overhead line projects, overseeing both preparatory planning and the approval stages. Her responsibilities include handling approval procedures at both state and cross-state levels, with projects related to the expansion of Germany’s gas network falling within her department. Daniela’s role primarily involves internal and external coordination and procedural support. She provides professional and strategic advice to project developers on approval matters and serves as a key contact for IBL’s numerous project partners.

Dr. Camen Piering is a certified biologist and has been responsible for managing the Environmental Construction Supervision Department at IBL Umweltplanung GmbH since 2025. As head of the department, she coordinates ongoing projects and tasks related to environmental construction supervision for both land-based developments (e.g., power lines, gas pipelines, and industrial conversion projects) and marine projects (particularly island and Wadden Sea construction sites, submarine cables, and their landfalls).

Dr. Piering has been with IBL since 2021, specializing in environmental construction supervision and project management for major infrastructure projects in coastal areas and onshore grid expansion. She has extensive experience in environmental construction supervision, preparing and coordinating environmental documentation for approval procedures, and supporting major infrastructure projects through regulatory processes. Additionally, Dr. Piering provides both technical and strategic guidance to project developers regarding environmental aspects of construction execution and serves as the primary point of contact for relevant authorities and project partners.

Andrea Schammey has served as Head of Commercial Operations at IBL Environmental Planning since 2023. With over three decades of experience at the company, Andrea began her career at IBL with botanical surveys and the preparation of expert reports. From 2000 onwards, her responsibilities steadily expanded to include administration, finance and human resources. Andrea now oversees internal accounting, financial reporting and liquidity management. She is a key member of the Controlling team and acts as the primary liaison with the tax authority. Additionally, she manages all aspects of human resources, including contract administration, payroll and company pension schemes. She also coordinates maternity leave and parental leave arrangements, addresses health-related absences and serves as the main point of contact for all personnel matters. Andrea contributes not only her extensive expertise but also a deep understanding of IBL’s internal processes and corporate culture. Alongside her administrative duties, she places great importance on fostering a positive working environment and supporting employees in all HR-related issues.

Dirk Wolters, a qualified engineer in landscape planning, has been heading the Department of Inland Waters and Coastal Seas at IBL Umweltplanung GmbH since 2015 and has been with the company for over three decades. He coordinates ongoing projects and tasks related to coastal waters, Germany’s river estuaries and adjacent inland waters. He also oversees energy transition and waterway development projects within this area.

Dirk provides cross-disciplinary advice to project developers at all stages of planning to help achieve project goals with minimal risk. He represents projects and reports in discussions with specialised authorities, associations, affected citizens and even administrative courts when necessary.

Additionally, Dirk coordinates IBL’s activities in environmental construction monitoring and advises clients on implementing large-scale projects in an environmentally compatible manner in sensitive habitats.

Katja Zorn is a qualified landscape architect and has led the Industry & Environment department since 2015, where she is responsible for coordinating environmentally relevant procedural documents and overseeing processes under the German Federal Emission Control Act (BImSchG), mining and water laws, as well as managing onshore wind energy projects and urban land-use planning. Her responsibilities also include engaging with clients on overarching technical and strategic issues, as well as business development activities. Katja has extensive experience in supporting large-scale projects, including cross-border initiatives. Her approach is inherently interdisciplinary, involving collaboration with experts from other fields such as legal professionals, environmental consultants and engineers.

As a landscape architect, her expertise extends beyond procedural support and report preparation to include open space planning, from initial design through to construction monitoring.
